- Early Childhood Home Instruction Program for Hearing Impaired
Infants and their families (ECHI)
Serves Children Birth to Three. Works on language and
communication skills, and orientation to hearing aids. Will assist
with transitioning to schools. Eligibility is for children
with bilateral hearing loss. No cost for services.

- School District Programs
Each of the seven school districts in Whatcom County provides
evaluation and early intervention services for children beginning at age
three in accordance with state and federal laws. If a delay is
suspected in any of five areas (cognition, communication, fine motor,
gross motor, and /or social-emotional), the school will provide an
interdisciplinary evaluation by professionals including a teacher and a
specialist in each area of suspected delay. The evaluation is to
be done 90 days prior to the child's third birthday. If a child is
determined eligible for school services, a preschool program including
an IEP or Individualized Family Service Plan will be provided.
